New Graduates from Utah Institutions
Applicants need to verify with the institution
from which they graduated that their file
is complete and note the date the file was
forward to the State Office of Education.
Once the files have arrived at the state office,
licenses are processed as rapidly as possible.
If your License has not arrived within one
month of the sent date, please contact the
USOE to verify that your mailing address is
still valid.
Approximately one month
after your file was mailed to the State Office
you may register as an educator with UEN.
At that time you will be able to verify that
you file has been opened and your mailing
address is correct through the CACTUS System
(database of Utah educators) located on your
My.UEN page.
Elementary and Early Childhood
majors should receive a license within 15
working days from the day the file was opened.
Secondary educators may take longer as there
is a larger number of applicants. Other license
areas may take 20 working days or longer depending
on the workload. read

Out-Of-State Educator
License Application
Welcome to the Utah out-of-state
license application process. Please read the
instructions carefully, prepare a complete
application package as described below, and
mail to:

Complete packages will
be reviewed and applicants will be notified
of the results by letter. Please allow four
weeks for the Step 1: Credential Evaluation
to be completed. Applicants may follow the
progress of the evaluation by accessing their
files in Computer-Aided Credentials of Teachers
in Utah Schools (CACTUS) at www.uen.org/CACTUS.
CACTUS help may be accessed at 800-866-5852.
Preliminary approval will be posted in CACTUS.
Prospective employers may access this record.
Please allow ten weeks for Step
2: Background Check to be completed. Note
that licensure is not complete until Step
2 is completed. Documents will be returned
to the applicant at the end of the process.
Utah will issue the same
or an equivalent Educator License as was issued
by a state participating in the NASDTAC interstate
agreement if all Utah requirements have

. Applicants should review endorsements
linked to requirements and perform a self-evaluation
prior to application. If Utah requirements
have not been met, USOE staff may issue a
Conditional Level 1 Educator License with
additional Utah requirements clearly listed
as a condition for license renewal or upgrade.
Please make note of any conditions of approval
which may be specified in the results letter.
Such conditions will be printed on the license
and must be completed before the license may
be renewed or upgraded. Failure to meet the
conditions will result in expiration of the
area of concentration or endorsement.
