INSTRUCTIONS FOR APPLYING FOR YOUR FIRST
NEBRASKA TEACHING CERTIFICATE

1. Complete the Application Form in the Forms section of this manual.

2. Pay the nonrefundable prescribed statutory application fee listed on page 1 of the Application Form.

3. Forward official transcripts of all college credits not already on file in our office.

4. Institutional Verification Form
a. Submit an Institutional Verification completed and signed by the college certification officer of the approved teacher education college where an approved program was completed, OR
b. Photocopy (front and back) of the out-of-state valid, regular teaching certificate.

NOTE: Verification may be required for any advanced degree completed, and will be required if variances exist between your transcripts and your regular valid out-of-state certificate.

5. Fingerprints (page 3)

a. If you have not been a resident of Nebraska in the past five continuous years, submit two completed fingerprint cards provided by the Nebraska Department of Education; and
b. Submit the fingerprint processing fee of $40, in addition to the application fee.

NOTE: If you have been offered employment by a Nebraska school system and if you can not meet the following requirements at this time, you may qualify for issuance of a Provisional or Temporary Certificate. Additional information can be found on pages 16 and 17.

6. Human Relations Training Requirement (page 13)

a. Submit official transcripts of one of the approved qualifying courses appearing on page 14 of this manual;
OR
b. If you have completed a course to meet the Human Relations Training requirement at an approved teacher education institution that does not appear on the list, please submit a detailed course description and/or syllabus, and an official transcript showing completion of that course. The Nebraska Department of Education will evaluate the course description to determine the suitability for this requirement;
OR
c. Verify employment experiences which provided you with the opportunity to acquire the six skills for Nebraska's human relations training requirement and write a narrative, which addresses each of the six skills. Additional information can be found on page 15.

7. Basic Skills Competency (page 10)

a. Submit an official score report directly from Educational Testing Service or from a college who received the scores directly from the testing service (we can not accept your examinee's Score Report); OR
b. Verify teaching experience half-time or more, for three consecutive years while holding a certificate issued on the basis of completion of an approved teacher education program.

8. Special Education Requirement (page 11)

a. Submit official transcripts indicating completion of a course that addresses the exceptional child in the
classroom. This course must have been completed at an approved teacher education institution; OR
b. Verify employment experiences which provide you with the opportunity to acquire the five skills for Nebraska's special education requirement and write a narrative, which addresses each of the five skills. Additional information can be found on page 12.

* If you have been offered employment by a Nebraska school system,
but cannot meet the Human Relations requirement and/or the Basic Skills Competency and/or Special Education and/or recency requirements, you may qualify for a Provisional or Temporary Certificate (pages 16-17).

*If you do not qualify for a regular certificate, you may qualify for a Substitute Certificate (page 18).
