General Instructions
Teachers and school administrators
must complete a state-approved teacher education
and/or administrative preparation program
through a regionally accredited institution.
The certifying officer of the college or university
where you completed your state-approved program
must recommend you for Minnesota license.
The certifying officer must verify that your
completed programs align with the licenser
area(s) and student level(s) for which you
are seeking licenser. The officer must then
sign and date the Application for MN Education
License (Teachinq/Administrative/Related Services)
to confirm that you have completed a state-approved
program that led to licenser. in each of the
recommended fields.
A recommendation is not required for licenser.
as an educational speech/language pathologist,
school psychologist, school nurse, or school
social worker. In addition to submitting official
transcripts from all institutions in the college/university
sealed envelope, the following items must
also be submitted with the application: school
nurse, copies of Minnesota R.N. and Public
Health Nurse licenses; school social
worker, Minnesota Board of Social Work license;
and speech/language pathologist, if achieved,
the certificate of clinical competence.
A recommending signature is not required for
school counselor licenser. if you completed
a preparation program for school counseling
accredited by the Council for the Accreditation
of Counseling and Related Educational Programs
(CACREP). List the college/university where
you completed the program and attach an original
transcript in an envelope sealed by the college
or university. A recommending signature must
verify that you completed a state-approved
counseling program if the program that you
completed was a not a CACREP accredited program.
(Check to see if your program is accredited
by CACREP.)
As of September 1, 2001, you must complete
the required teacher licensing tests.
Note: Counselors, social workers, nurses,
psychologists, and educational speech-language
pathologists are not subject to teacher licenser.

have completed the Minnesota Human Relations
Program, or equivalent.

All candidates applying
for initial licenser. must be fingerprinted
for national and state criminal background
checks. To complete this background check,
we require that you submit one completed fingerprint
card provided to you by our department with
your initial licenser. application. The fee
for the background check is $26.00 (Effective
August 1, 2005 this fee will increase to $31.00).
You must pay this fee with a money order or
cashiers check (valid for six months or more)
made payable to the "Bureau of Criminal
Apprehension." Include this payment with
the fingerprint card. Personal checks are
not accepted.
Please contact our office to request a fingerprint
card. You can then take this card to a law
enforcement agency to have the fingerprints
completed. Do not bend or fold the card. For

Any license that is
issued pending the results of the background
check may be revoked based on the results
of the background check.
Submit all application materials in the same
envelope. This includes all supporting transcripts,
a completed Conduct Review Statement, completed
fingerprint card, cashier's check or money
order for the background check, and a check
for the application-processing fee. Any partial
or incomplete submissions will be returned
to
the applicant.
The processing fee is $57.00 and may be submitted
as a personal check, money order, or cashier's
check made payable to the "Commissioner
of Minnesota Department of Education."
This fee is non-refundable and will not be
returned to applicants who do not qualify
for licenser.
Attach original transcripts in sealed envelopes
from all higher education institutions
that you attended.
Effective August 1,
2005 the processing fee for the FBI fingerprint
based criminal history background check will
increase to $31.00. Applications received
on or after August 1, 2005 without the correct
fee will be returned to the applicant. Note:
The fingerprint processing fee increase is
authorized under Minnesota Statutes 299C.10,
Subdivision 4.
